fiber in tank? is it Algae or something else?

I have a 40 gallon angel/community tank. I have always had an alage problem in the tank, but recently got it under control. But then this fiberous mater started to be everywhere in the tank (see photo). It is not very noticble from a distance, and from a distance only a slight haze. But up close, we can see lots of fibers. Is this from my filter matter, a plant, something else? Water paramters are fine.

The picture makes it look worse than it is with normal eye at a bit of a distance.

If you can catch them and let them settle a bit you can see if they're worms or just something like fibers from some veggies or something. They could be detritus worms. I've had a few outbreaks of them. Harmless though.

they dont seem to move like worms.
