Looks like stainless steel. I don't know off-hand where to get it, but if you didn't mind a more matte finish, aluminum angle might work. It is readily available at most hardware and big box building supply stores.

A good silicone will work… 2-4” is not going to stop a ray from bailing tho… $500-800 on the floor isnt a fun experience. Id still go with lids over top weighted or clipped down.
I am trying to replicate this. This is the Euro brace on my 3x3 with a 1.5 inch lip. When the rays were in it they could stick there disk out of the tank but couldn't slide out because of the lip They can also spit at you lol As you can see in the photo I dont fill my tanks to the top. I like to be able to look down into a tank. I can put a top on top of the lip. Thats what I do now with this tank
