Big fishes that are ok with small fishes...

I vote severums. There's always the chance you get an aggressive one. Just like the chocolate or uaru. Much better chances for you if you grow them out with all those tetras.
My Severums never chase around other fish, or show signs of aggression. They only bite back when my smallest Angel starts to think he owns the tank.
 
Both of my sevs will chase away the Rosy barbs I have with them. One a little more than the other. Both are big enough to eat them and I've yet to have even any fins torn on my barbs.

But going into it I expected some losses. As should the OP. Then you can be pleasantly surprised if it works.
 
I could probably pull of what the OP was thinking with how well I feed my fish. Any fish bigger than the tetras wouldn't even want to move because it would take too much energy. Basically what I'm getting to is my fish are fat.

My pesrsei has 0 interest in amaller fish ignored molly's, goant danios, small tiger babrs to name a few. They are primarily herbivores

I have a 30" fire eel that i've raised from about 6", he has always been in with danios, cardinal and rummy nose tetras. He has never bothered them.
 
I've seen a couple rhom tanks with neons.
