Do away with the HOB filter. They dont tolerate alot of water movement, and it just scatters thier waste. That looks like a standard 20 gallon, if so they need more floor space. A 20 Long is the minimum, but a 40 breeder is ideal. What is their current temperature, and what are you feeding them? If you keep them cooler they're a lot less messy belive it or not. I keep all of my axolotls around 60 to 65 degrees. Do a 90% water change, and add a couple of these.

That's about all the water flow mine can stand, but it slowly sucks the waste to it and clears the water. Do large water changes 50 to 90 percent every 3 to 5 days until you get it underwrapps. Get a Turkey baster and suck out any uneaten food after 15 minutes of feeding and also suck out any waste as soon as you see it before they scatter it.

What are the water parameters (pH, temp, gH, kH, &c.) in the tank?
