Can anyone legally collect and ship fish for me?

Hello. I’m working on an aquarium project and there are some species of fish and inverts that I would like for these projects that I’ve been having a hard time getting or finding places that sell them. I am seeking out anyone who is reliable and knows how to ship fish and can collect any species legally. I prefer not to spend a lot on shipping and any others things, but I can’t always get what I want. Depending on species, # of fish/inverts, and other factors will determine how much I’d be willing to pay, but I can bargain. My preferred budget is $0-$100 at most, although I can easily earn money up to $20-$30 often.
Species I’m seeking:
Spotted Tilapia, preferably 2”-6”
Redfish, preferably 2”-5”
Bluefish, preferably 2”-5”
Slipper Lobster sp, preferably 2”-4”
Large Brown Hoplos, preferably 5”-8”
Gafftopsail Catfish, preferably 2”-4”
Hardhead Catfish, preferably 2”-4”
Northern Sennet, preferably 2”-4”
Gulf Killifish, at least 2x, preferably 2”-4”
Sheepshead Min., at least 2x, preferably 1”-3”
Freshwater Drum, preferably 2”-4”
Carpsucker sp, preferably 2”-5”
Buffalofish sp, preferably 2”4”
Redhorse sp, preferably 2”-5”
Pinfish, preferably 2”-4”
Flier, preferably 2”-5”
Mud Sunfish, preferably 2”-6”
Pike Killifish, preferably 2”-4”
Toadfish sp, preferably 2”-4”
Drum/Croaker sp, preferably 2”-5”

i feel like fishing guides would be your best bet to find the fish in the sizes that you need, but the thing is finding someone willing to do it, also the sizes are possibly problematic, its hard enough to target adult fish by exploiting typical species behavior but finding them at that size is something that would be done for research and academic reasons
the biggest problem is you are essentially offering to fund collection trips which are not cheap and often its a gamble on whether your able to collect species that you are targeting, and 100 is really low in that regard.
if you would be able to find fishing guides that would be able to keep an eye out for the species you want while they are conducting regular business would probably be the best bet

hopefully someone else will chime in with some actual guidance but as far as my experience, it would might be a better idea to start learning how to DIY collecting

I collect myself, but these are species I can’t find in my state (Ohio) or am having a hard time finding.
