Can I Use Marimo Moss Ball for Betta Fish Tank?

It would be fine for the fish. Like any plant, they help to consume nitrate (though you need a lot for any effect) and shrimp really tend to like them.
 
Yes, you can, but Marimo Balls do best in slight currents. Depending on how big your set up is, a slight current might be too much for a Betta. I dont' have any Marimo Balls in my Betta set ups, but I do run a small sponge filter with the bubbles turned down pretty low in a 2.5g tank.
