Not exactly a “common plec” but similar. Common is generally pterygplichthys pardalis, this looks like p. disjunctivus, which is one of the larger “common” plecs, reaching up to 28”.

Also would it be pool pond safe? Like not being able to chew through the pool or pop a hole with the fins
Yes, pond safe with regards a liner
Yes like a normal pool (not inflatable) also would an rtc pop a pool pond
IMO and experience a RTC is liner safe providing the liner is something like butyl rubber. I believe others have used intex pools and similar but I have no experience of this.
