do i need an air pump for a bluegill?

No, you do not need an air pump if you have a HOB filter or a canister or W/D with a spray bar. Any surface movement will do....
 
it's not absolutely needed but most cool water species are used to higher oxegen content then most fish kept, especially bluegill, because the colder the water the more dissolved gases it can hold. bluegill will do alright without an airpump but you will notice a difference of how active and perky they are if you do use one. and keep in mind, a happy healthy bluegill always has his fins erect.
