The filter recently wasn't working at full capacity, but this has been resolved, and those parameters are from a test I did last night, so I know the water is good temp is kept around 78-80

Try treating with some aquarium salt. One tablespoon per 5 gallons. Aquarium salt and very clean water is the best cure for this in the early stages.

That depends on the overall health of the fish to begin with. Your fish looks to be in the very early stages so if you treat with salt you should see improvement in a few days.

Your welcome. You could leave the temp where it is or bump it a little 80-82 is fine.
