looks like pop eye to me. i would check water params. If they look good try epsom salt 1tbsp per 5 gallons. Worked for me in the past... i actually did a 30% water change then treated with salt for 3 days and all was good good luck!

I agree start with this - but be sure to use Epsom Salt (Magnesium Sulfate) not aquarium salt (Sodium Chloride). If the problem persists use an Antibiotic like Maracyn.
Pop eye is a bacterial infection behind the eye. It's usually a build up of fluids from expossure to excessive Ammonia or Nitrite gases. You should test your tapwater if not using well water for the presence of Chloramine as well.
