I did some looking and found several accounts of them being deliberately bred and even more accidental breedings, most agree with this one http://www.loaches.com/species_pages/kuhli_eggs.html
You will need several well conditioned loaches in a tank 10-20g, temp a bit above 80F then lower to 80F, pH between 6.0 and 7.0. lots of cover and floating plants. They are egg scatterers that lay floating adhesive eggs that stick to the floating or subsurface plants and hatch in around 24 hrs, the fry are tiny and have external gills, they need infisoria, liquid fry food, baby brine shrimp naupuli or daphnia. then sieved black worms. Sexing is only possible as they near laying when the females get very gravid, 500-1000 eggs. They make temporay pairs while spawning. The trigger most often mentioned is like that for Danios, lower the water level a couple inches fora couple days while raising the temp a couple degrees, reset the heater to 80f then add enough water to fill the tank using slightly cooler water (78f) that is slightly softer than the tank (so if your tank is pH 6.8) use 6.5 water in the fill). this simulates the start of the rains when they breed. here is a picture of a gravid female. they can breed at just 3"s.
