I am 14 and need some money so I plan to breed some peacock gudgeons. My parents banned me from getting tanks so I am going to use a small bin (3-5 gallons or so) for this. I have one male (I'm 99% sure it's male) and one female that is very fat so I think she has a lot of eggs in that bin. should I add in more females? currently the ratio is 1:1

Maybe you should look into how to provide proper/basic care for the fish before you jump to the expert level of breeding.
Yes a filter is going to be needed. Heater, Water changes, proper food.
Some fish need a trigger to breed water quality change, temp, food sources, water lvl. Some fish will just breed no matter what. Your male may be to young or your female may have rejected his advances. Just because she's fat doesn't mean she got eggs ( be carful with human women here too). Very rarely can you breed fish to make money it takes quite a bit of money to be able to breed for profit. If you got them to breed and that's it then you probably wasted time and money. If you got them for pets then if they breed wow what a cool thing. As mfor your parents telling you you can' have a fish tank .....do they know you have a fish tank? Just because it's not glass doesn't mean it's not a fish tank.
Good luck
