My new arowana got his pectoral and pelvic fins ripped by a oscar ,, please everyoe help me on how to treat him,, is he going to die

Doesn’t look to good. Lower the water level so the fish can rest upright against the glass. Keep the water clean. Avoid stress and dim lights.

Keep water low. No meds can grow fins fast. Keep water pristine. Use meds only for secondary infections (if any) .
The fish looks in bad condition to be honest. Hope for the best?

It doesn't look to me like the fins are the problem. It may have been hit hard in the body and suffered internal injuries. Honestly, his chances aren't good, but follow the tips above.

Least of the prob. Looks like a swim bladder injury from the Oscar.
