Oscar's Fins being nipped

I have a 65g tank housing a oscar, pleco,green serevum,2pictus cats, rafeal catfish, and a bichir. I recently added a 9 inch jardini and ever since then I noticed the Oscars fins have been nipped, did the arowana do this or who could've it been. The oscars ripped fins are very small(but numerous) and apart from each other making me thing it was one of the pictus, anyway hope you guys could help.(I'm moving these fish to a 225g tank in about 2 weeks)
 
I can't be 100% sure but it could be the jar trying to establish dominance if the Oscar was the tank alpha previously

I agree, believe it’s the jardini. Might be happening with the lights off (after hours).

Ok thanks guys, and yes the oscar was the previous alpha. I moved this 4inch oscar into a 10 gallon tank until the fins are grown back. If I do 50 percent water changes daily how long would it take for the fins to grow back?

I'd say a week or two with clean water. Hard to say without seeing pics...BTW grab a 40 breeder if you can. Your baby O can grow a bit and heal by the time they go in the big tank. No point in him healing then go back to the same situation.
 
You will still have issues in that size aquarium personally would rehome the Jardini.

I do not have room for the 40 gallon breeder so the 10 gallon will have to do. Also the I've gotten very lucky with the Jardini It is very passive besides this one encounter with the oscar, he hasn't been aggressive at all towards any other fish, I mean our 1inch tetra has been swimming by his mouth for a week now
 
Oh and I heard if you overstock a tank correctly the fish will become less agressive, if that's true could you guys let me know on what I need to do to allow for that to happen.
