I want corals and I am buying a light 2nd hand can you tell me if it is good? I got it for $40 and it has a “moon light” normal led and a actinic

Pick up a second hand AI prime HD. Toss that one or sell it. With that light you would be looking at soft corals at best. In my opinion 2 bulb t5 units really are not meant for reef tanks.

I only want the soft corals but I don’t really want to spend 200 on a light any other suggestions?

A used AI prime would run around $100. If you don’t like that check out black box led. 165 watt fixtures. You say you only want soft coral now but in time you will want the option to go with SPS or even LPS. Lights are critical on a reef. Spend the money up front to save in the long run.

That light would be fine for soft corals

But I do agree, you say now that you only want soft corals... but give it a couple trips to the fish store. The soft corals are nice but are usually not as impressive as the LPS/SPS that can be had for about the same price. It will be tempting to buy the stonies as well. And then this light wouldn't be very good.
Hipargero makes a nice LED fixture for 60$. Works for LPS, even some easy SPS. You could get two of them for 120$ and have more than enough light.
Or, look up Par38 bulbs. They are super cheap and can go in desk lamps, and will be enough for some LPS.
