Silicon won't stick to rubber

Have tried the GE Window & Door 100% Rubber Silicone and am finding it will not stick to the EPDM rubber pond liner I am using for my wood aquarium. I have used contac cement to attach the liner to the wood walls and all is sticking great. I was using the silicone to seal the seams. After a week submerged there was no leaking however when water was removed the silicone would literally peel away. Any suggestions????

Had you read through the Forum you would have seen/been told that silicone doesn't stick to Pond Liner...it can be used as a "gasket" however
 
Check EDPM liner suppliers for the sealer made for it, thy also have patch kits.
