Can this be done or has someone done this already? That would be sweet so that they might fly under the radar and go as simply a new strain of bowfin so we could "cough" own these fabulous fish again in the states.

It is probably completely impossible for the two to hybridize. They are not of the same genus; they look similar due to convergent evolution.
Snakeheads are actually closer to bettas and gouramis than to bowfin. Bowfin are one of the 'primitive' lineages, like gar, sturgeon, and bichirs.
On the plus side, bowfin are cool fish by themselves. No need to hybridize them with anything else!
