Just got into dragonscale bettas and they've started to develop the diamond eye condition. Will they still be able to breed or is it pretty much retirement for them?

Yes time to retire them.

Like in breeding all things along the way conditions and traits appear that are detrimental to the species. This is the problem a with a few specific types of splendens. Morally if you see bad traits you shouldn't be breeding from that stock though that doesn't seem to bother many people, making money is all they care about regardless of the health and wellbeing of their animals. Diamond eye is terrible and can make a fish partially or entirely blind, with time and experience you can get proficient and comfortable with removing the offending scales though for many people this isn't something I'd recommend. I only mention that you can gently and VERY carefully loosen or completely remove the scales as a way to help with fish in your care that already have this genetic problem.

Look at other varieties to breed from such as samurai etc while arguably not as attractive they are kind of half dragon and it's far rarer for them to develop the problem.
