zero voc's means safe for aquarium use?

I am not sure I understand the question. Are you looking to apply it on the outside of a tank?

If the background is inside a tank, the statement of no voc's (volatile organic chemicals) alone would not be enough to say that it is fish safe. A myriad of toxins are not volatile and also plenty are not organic. For example, led, iron, nickel, mercury (not elemental), and other heavy metals.

If i recall from my days of mixing automotive paint - VOC's are just the hazardous things that can gas off into the atmosphere. Low VOC can be considered safe to humans as there's no inhalation or combustion hazard, but it could still potentially leach toxins into water over time.

For the piece of mind I'd stick to the tried and true coatings that people on the forum have used with success. Or try calling rustoleum's tech line. It may be worth a shot
