If it looks exactly like that then it's albino but pics of the actual fish in question is what's gonna get you answers. You'll have to use your best judgement on whether the fish there is albino or not. If I were you, I'd try to sneak a pic or 2 when no ones looking or find someone local that knows what true albinos really look like and have them take a look or go with you.

Also, you're only gonna see the red eyes when the light hits them from certain angles. When the light's directly above the fish, it'll look black unless the fish is big.
