Although the size of tank matters, its not because the fish grows to the dimensions of tank size, its that as a fish grows, it degrades water quality faster and faster, so needs more and more water changes to remain healthy. The bigger it gets and the more fish urine and other metabolism by-products it produces.
The stunting happens because urine, growth inhibiting hormones, and other semi toxic substances like nitrate effect its natural growth, as health suffers in too small tanks, as it swims (if it can) in fish urine soup.

How long has the tank been set up, is it properly cycled.
What are the water parameters.
What size is the tank.
What is your water change schedule.
Always things people need to know before offering up advice.
Having a light on 24/7 won't help.
Yes the tank has been properly cycled

I have been doing 25% water changes almost everyday because i have decently high nitrate levels at the moment.

Right now he is in a 55 gallon tank but i have a 250g tank that i can put him in eventually and can get bigger if needed as i do have the money and space to do it. i did do the research on these guys

Im hoping having the light off now will help i will try to give him a better hiding spot im just hoping he eats soon it would definetly make me feel better

Sounds like you have the basics sorted, I don't know much about rtc so cannot give precise advice, but generally new fish can take weeks to settle, dim lighting helps, try feeding at night when the lights are off.

You could also try some floating plants. I put a chunk of hornwart in my tank and my achara cat seems to like the shade.

Do you know what the artc was eating before you got it? That may be a clue as to where you could start. Some fish like this come eating only live and sometimes need to be weaned off before accepting pellets.
