Advice about fin rot please

I got him his own tank as he has gotten much worse again on his tail especially, I attached some photos is this still fin rot?, how should I treat the tank from now. Also during the process one of the barbs on his fins got caught on the net and I couldn't get it off so I cut the net he has just been swimming in this corner (I did put a pipe in there) how am I best to get the piece of net off. I probably look really dumb right now but you guys help is much appreciated.
My feeling and suggestion would be to separate the fish. Place the pictus in a qt tank and treat for underlying infection, septicemia. Try some triple sulfa. Keep the water clean. Can add a little salt 1tsp per, once. Best of luck and I hope it pulls through.

Is this still finrot?, how should I treat his tank, also during the process the barbs on his fin got caught in the net and i couldn't get it out so i cut that piece of net off very carefully as we were both getting very distressed how should i get it off though. I probably look really stupid and like I'm killing all my fish but I've never had these problems before with other tanks, your help and advice is very much appreciated.
