Is there a way to color sand to the color you need?

For example, if I like the texture of a play sand, and it gives the look I need but it only comes in white, (this is gonna sound dumb but) can I just add black food coloring to it or something? or would that be toxic to the fish

I don't think food coloring is toxic to fish. But the food coloring will leach out of the sand pretty quickly... it would be interesting to see if the food coloring would turn your fish black?
