Laser level will not be as accurate as a 20' piece of clear vinyl tubing with water in it. Make sure there's no air bubbles & the water level at one end will be the same exact height as the water level at the other end. Read from the bottom of the meniscus.

Sounds like a good idea... but at 20' there will be quite a bit of sag to a 20' vinyl pipe, esp when half full of water, so it won't be much help making sure the tank is straight as well as level

Are u putting another layer plywood on tank floor? If not I would fiberglass the whole entire tank, but if u put another layer of plywood on the tank floor i think u can get way just glassing :headbang2the joints.
