Sounds believable that 13 gallons is optimal, but then again, 1000 gallons is probably optimal for a Oscar, doesn't mean one can't live fine in a 150. That's just my reasoning on it. Not advocating for undersized tanks by any means. Just think that "optimal" is not always possible/necessary.

But I did find a PDF by Maryville College, and they tested 2.5 gal and 5 gal on tanks both with and without heaters.
It was found that 2.5 gallons was not acceptable for Bettas, being to small

Just googled and found that study; it was done by a student for a biology project, not commissioned by the university. Also, she tested 5 gallon and 1.25 gallon tanks, not 2.5
Not particularly convincing to me. I still agree that a 5.5 or 10 is better. But I don't think a 2.5 is so bad for a betta.
What kills me, is the sub- 1 gallon tanks they sell for them in Petco, petsmart, etc. They even have 0.8 gallon tanks with a divider, for two male bettas. Anytime I see somebody grab one of those in Petco, I politely let them know that they are garbage and nowhere near large enough.

To put things in perspective keeping a full grown betta in a 2.5 gallon would be the equivalent of keeping a one foot oscar in a 120 gallon aquarium in terms of swimming space for each fish. From my perspective that would make them both either equally acceptable or equally unacceptable judging by the swimming space each fish would have.
