Alright, I guess there was some confusion in that question.
Right now I am seeding a new 33 gallon sump with 150 scrubbies for my 90 gallon.
I want to add it fairly quickly, so I have a seeded HOB in the sump circulating it and being that I'd like to have this ready within a week or so, I figured adding as much agitation as possible could only be beneificial.
It is a wet dry, however approximately 50% of the bio media will be submerged.
I figure running an air pump under that cold be fairly beneficial.
I know the water will be oxygenated from the overflow, but I think some extra couldn't hurt.
I do very much like the sponge filter idea.
I will probably get a fairly large one and stick it right in the middle of my bio section of my sump.
