Here are some hints if your are looking for a good quality aro: find one without DE (drop eyes), look for long fin, long n close tails , spoon head is much preffered, wide body is also favorable than the slim one, and also watch out for the lips! (Lower lip/jaw should not extend beyond the upper lip).
These are some of the basic criteria we use to select which aro is best to get.

Considering you are in New York and Asian Aro are illegal in the US, I wouldn't recommend buying it whether it looks good or not.
