Update: nevermind. The cycling seems to have slowed down somehow, and readings are going back to being 1 after a 2-3ppm dosage. Is this safe for fish to be put in? Or should I keep going?
Do a water change to bring the PH back up.

You don't have fish in the tank yet, right?

Partial water change. I think I may have missed the part where there was fish in the tank originally. I would not do buffering with fish in the tank. I only do this when cycling with no fish. Partial water changes done gradually should help restore the pH and not shock your fish.
Oh no, there are no fish in the tank. I just want to know if the buffer would keep the pH there even after water changes?

Probably not. The whole idea is to get the cycling process done. After that partial water changes and your pH will settle where it wants to be.
