Should I remove the Java ferns? Or should I add a mini sponge filter? Or both?

Sounds good. Can I add the bichir right now? The tank was previously established for shrimp before they moved to a planted 10 gal. Huge water change was done. After that, I de-chlorinated the new water before adding it to the tank.
