Three things:
1. NICE SCORE!!!
2. Don't sand that tank. Go to Home Depot or Lowes (better yet, Harbor Freight) and get a buffer wheel and polishing compound. If you can get your hands on the ultra fine wet sand paper, that would be awsome too.
3. a ten gallon tank will not have enough room once you allow room for the intake space and space for the pump. Go with a 20 long at the very least. Try scrounging around local Goodwills for plastic bins with beefy sides. I picked up a few good ones for three and four dollars. And plastic is easy to drill
