The Congo Tetra.
It may not be the easiest but I see the male chase the female all the time lol.

If you are interested in community fish breeding, I would suggest a forum called fishforums.net. They specialize in smaller tanks, but most of all, community fish. Congo Tetras will chase females, but I've never heard of them breeding. If you do breed them, they go for about 8 bucks a pop around here. I know Giseok Jung - a polypterus breeder on mfk - bred cardinal tetras, but that is a very high level, and requires a lot of luck.
Most will breed under ideal conditions. Not all are easy to get breeding though. A large group probably helps.
