have you considered turning on the room lights for about a half an hour before his tank lights come on

All other lights are off in the room apart from other tank lighting, this time of year the clocks go back so lights are on at 1700 instead of 1800 no matter he's been doing this for over a year, just the first time I've caught on camera

It would be difficult to control some sort of dimmer switch on a timer but I'll look into it.
