I have a 40 gallon aquarium which sits on the floor, what would be the best way to change the water/clean the gravel? Since it is on the floor I cannot use a siphon since I obviously cannot get the siphon end lower than the aquarium. Any input is appreciated.

if you put a siphon tube down in there, then an airline tube THOUGH the siphon one...the raising air will pull water up with it...

It can work, It just wont be as fast of a flow rate.
Keep the syphon inlet at the top of the water level and the outlet and the bottem of the bucket, It will syphon through.
To gravel vac you will need a pump, Unless you use your mouth and suck all the debris in your mouth then spit in in a bucket. If you choose this method, Please take videos.

Sounds like a great way to suck EVERYTHING out of the tank in like 10 seconds!
I have a couple of tanks on the floor and keep them bare bottom to facilitate easy cleaning. I use a water pump to push water to my central drain. A Python would be an alternative approach.
