That should work. I'd get a hydrometer. I usually keep it about 1.002-1.0005

No it wouldn't work. Green spotted puffers need full strength salinity as adults, that means around 1.024, not 1.005. I've tried keeping one in freshwater because i didn't research it and some idiot at petco told me that they would do fine in freshwater. The puffer only last one month. You can't keep one with your cichlids. If you want a GSP, set up a saltwater tank dedicated to it.

but as much salt as a brackish tank requires? the LFS told me that i needed about 2 tablespoons per gallon and the puff would be fine to full maturity like that but i also have always read that green spotted puffs need full salt in order to reach optimum life expectancy.

Full marine or something close to it would be required/ideal. 2 tablespoons per gallon is inadequate (to achieve a modest SG of 1.015 you'd require several cups of marine salt per 10gal), and higher salinity levels, as previously mentioned, are recommended.
