Green Water Problem

How do I get rid of green water? I have done multiple things to prevent this crap but it keeps coming back and nothing seems to work.

None of my other tanks have this problem, just my 10gal. I do not like to see a glass box of neon green radioactive waste in my room.

10gal. with 4 guppies/ 4 cherry shrimps.

Is the tank by a window & getting direct sunlight? If not, does the tank have a light? How long is it on each day?
What is your water change schedule? Even in low stock density tank nitrates will build up and are algae food, meaning infrequent or insufficient water changes will result in algae growth.
In large tanks and ponds some folks use a UV inline filter but never heard of anyone putting one on a 10gal

My tank gets indirect sunlight from the window and the lights are run for about 10 - 12 hours.

Start by reducing lighting time to 4 to 5 hours a day. You can get little uv filters on Amazon that hang in the tank, never had one that small but they do make them. Also could add some live plants. They will absorb the nutrients that the algae feeds off of. Plus your shrimp will love them.
 
Daphnia will clear up green water. But fish will consume daphnia. One solution is to hold daphnia in brine shrimp net to filter out green water. I have a shrimp tank by the window that receives direct sunlight. If the water turns green, introducing some daohnia will clear up in 3 days.
