thanks for the input. do i need to treat the whole tank vs moving the Starry to a hospital tank? asking on would treating the whole tank remedy any leftover fungus vs would it kill the BBs in the big tank.

That looks like viral lymphocystis. There’s no cure but you can start by putting the fish in quarantine and providing it with high quality water and food. It should go away on its own but it’s also a good idea to add antibiotics to prevent secondary infections
