How to disinfect an aquarium filter?

I worked with a guy that put a bunch of bleach and ammonia in a swimming pool. It started off gassing really bad and he barely made it out of there. He said he could hardly breath. When he went back the next day, all of the plants in the back yard were dead including a large oak tree. There were dead birds on the ground under the tree too.
