nope, same amount every day for a period of at least 9-10 days. Its a reducing agent so the medication is more or less useless after a day in the tank water, hence why you add the same amount every day regardless if you change water or not.

I haven't had to deal with ich in several years. Ich is water borne for part of its life cycle. I run a UV sterilizer on my tank and I have had no issues.

There is no downside that I can think of. The UV bulbs should be replaced annually.

I don't see any. Usually, you will begin to see ich on fins and it will spread from there.
