Actually this is great picture as you don't need to ID on the fins or color, just shape traits.

No its not smelt.

I dunno....adipose fin would narrow it down and since it's hard to see a dorsal fin I would assume an adipose fin would be impossible to see on this fish.

it's probably Prosopium something....but no adipose fin is apparent.
