"Water dog" is a generic term that people apply to many different animals. It's not a scientific term at all, although as Armand pointed out, axolotl does translate to water dog.
Water dog tends to be colloquial, and pretty much anywhere you go that has an aquatic lizard-like form, people will call it a water dog. It generally means tiger salamander, but you'll also see sirens, hellbenders, and mudpuppies all called water dogs.
The moral of this- Don't buy a "water dog" unless they can give you a species name.
