its safe but it you dont put several coats and let it dry real good it will eventually start flaking away and end up in your filters

Paint should air dry one week I have used it in fresh, reef and terrarium w/o problems One week I let dry

X2 on the one week dry time. Spray several light layers and don't be shy about running a little 200 grit sandpaper on the pvc before you paint it.
