You mentioned African cichlids. What is the ph and temp of the tank? Pseudas can handle a wide range water but remember they come from the Amazon with soft water, high temperature, and highly oxygenated water. Living and thriving are two different things.
 
Yea he used to be with Africans, he's in a tank with neutral ph and no other fish other then two Plecos. I definitely think him being in that high ph water for so long is the reason why he looks stunted I hope he will start looking better seen he is in better water.
 
Alot of people don't realize but plecos do better with well aerated water and are air hogs!! They sometimes don't do well with normal aeration from just hang in the back filters or canisters. They do much better with an additional air pump/stone in the tank making them more active.
 
Also give him frozen bloodworms mixed with NLS. thats how I got my wild caught L-600 to eat. He is at 12 inches now and eats Nls the 3 mm size about 10 pelllets a day.
