minnow traps in CA?

well, i checked my booklet again. according to the 2007-2008 california freshwater sport fishing regulations, article 3 section 4.05
"approved bait fish may be taken only by hand, with a dip net, or with traps not over three feet in greatest dimension"
it doesn't say anything about any special permits, although it does give a list of approved bait fish for each area.
 
at solano county park, in the little ranger hut at the entrance. they had a bunch of info pamplets on different topics, i also got ones on fishing in solano(i'm begining to think that game fish are a myth there) and the species of snakes in the area.

28.75 Baited Traps for Shiner Surfperch, Pacific Staghorn Sculpin and Longjaw Mud Suckers.
In San Francisco and San Pablo bays and their saltwater tributaries, and in the open ocean and the contiguous bays of Mendocino, Sonoma and Marin counties, traps not over three feet in greatest dimension may be used to take shiner surfperch, Pacific staghorn sculpin and longjaw mudsuckers. Any other species taken shall be returned to the water immediately.
