use API melafix, this will help heal the fine. You might need to perform cosmetic surgery to make sure the fins grow back evenly.

Thank you Tig, but it still shorten time by time. Someone tell me may be fungus. Now it's short than the one in the picture.
Melafix can help it? And how long i should keep it in tank?

I would be inclined to say that it's not any type of fungus or disease at this point. It may have been at some time, but it should have grown back by now if it happened months ago. Like Tig suggested, you may have to perform some cosmetic surgery if you want it to grow back right. Or, if the fish isn't showing any adverse side effects, you could just leave it.

Is it really necessary to perform surgery? I dont have exp at this task.
Some ones tell me that is fungus, because there are no other cause could shorten the tail. I also see it having small white border in the tail

It isn't necessary to perform the surgery. Again, it's just cosmetic. You said it happened several months ago right? If your fish had a fungal infection for that long it would have spread to his other fins and other fish in the tank right now. It's not unheard of for an aro to have poorly growing fins. What kind of conditions is he kept in? Tank size, parameters, water change schedule, tank mates and diet would help.
