Need Immediate advice HELP please

He keeps moving his fins from time to time, however, he doesn't swim from behind the deco.
 
turn the lights off. let him see out. with the lights on the glass is a mirror to them, let him see you and whats around him out side the tank. I stopped running lights with my SA cychlids when I was still keeping them.
 
I dislike using chemicals for treating ich.
It is so much cheaper, more convenient and much more gentle on the fish to use 3tsp salt per gallon and raise the temperature to 86 and add some extra aeration. Add half the salt and the other half couple hours later. Keep up treatment for 14 days to be certain it’s been eradicated.
I would recommend doing daily water changes and monitor Ammonia until your tank and filters have been cycled.
Note : if you do use salt, all replacement water must have salt added to it to maintain therapeutic levels.

I run my FH at 28 usually so 31 is about right if you're looking to up the heat for the ich reasons. My FH can turn dark and docile for something as simple as me sneezing in the same room as his tank. I'm sorry to say it but as mentioned above this is almost certainly due to lack of tank biology. Your fish is a huge waste producer. Both with the way it eats and the way it poops. Ya know when you buy a new house and it stinks of fresh paint.... kinda gives us headaches ?! Similar thing with your water mate

First off, FHs are a combination (hybrid) of 2 Central American species) that originate in hard, mineral rich water.
Using RO water which is devoid of minerals, could be causing enough stress to compromise its normal immunity.
I would use normal tap water, or at least mix the RO with 50% tap.
It sounds like your tank isn't cycled which can be creating even more stress, and immune suppression.
It often takes 6-8 weeks before a tank is cycled enough to add non sacrificial fish.
Ick (white spot disease) often takes up to 2 weeks to cure using a copper based med, or just using salt (3 lbs per 100 gallons)or a quarter of that for your 25 gallon tank.
