New Congo Spotted Puffer glass surfing

I dont think its breeding behavior. Its a lot of chasing and biting and the other 2 are just trying to get away from it.
But they completely ignore the other fish.

This guy had a similar situation and the timeout helped.
 
timeout helped a little. Still some aggression. I think I'll probably need to get 3 more to really get the group dynamics right. Hopefully the intra-species aggression dissipates.
It's wild to me how they completely ignore other tank mates. Hopefully that trend continues.
