this is just a mod to a over/under flow. if you look on arofanatics or another Asian site you will see a lot of these designs. It helps to intake water from the bottom of the tank where most of the crap is and a small amount of water from the top of the tank. I have seen a lot of people have the drain on the bottom of the tank so you are not waisting that area that was talked about earlier and some fill it with bio balls to break the larger particles down to smaller particles before there filter wool.

So could you move the water outlet from the side of the tank closer to the bottom of the tank? wouldnt that remove any chance of sitting water. It looks like doing so would only add about a gallon or two of water that would empty out durring a power outage(depending on the size you make the overflow).
