I am slightly dubious as to your assertation. Seriously though, you would need one huge pond to keep one in, no tank is gonna do the trick, unless you happen to own the baltimore aquarium! (or any of the other, MAJOR ones!)
 
i live in illinois where our river still has them helping a friend do a project on them we caugh quite a few in gill nets at random points down our river and i have talked to quite a few fish farms and i asked for a couple to raise to sexual maturity which is said to be 6-10 inches and release them into our river they sent me an e mail stating that they can live in my 180 until about 7 inches and then they will become restless and require a enclosure at min of 1000 gallons and these awesome fish do not get 7 feet in length according to every thing i have read and heard 5 ft is the max in the wild and shedd aquarium in chicago has a large paddlefish (around here we call them spoonies or spoonbill) he ate pellets and his enclosure was far from 5000 gal it was a 10 ft by about 5ft by 4 ft in heigth if they do allow me to raise a few they told me they would have some sort of tag inbeded into the rostrum for studdy once set free i will keep you updated on their decision

No, the Chinese paddlefish is extinct, none have been observed in the wild for many years. None are in captivity and no young have been seen for decades.

Lots of reasons for that from hours of day light to pheromones given off by the fish to restrict it's own growth in limited environments.
