Any of the Pygocentrus genus...Nattereri, Ternetzi, Piraya, Caribe. There is still a risk of aggression and cannibalization though mainly with piraya and caribe.
 
I second what snake said.
Piranha will not school or "shoal" like some ocean schooling fish swimming in synchrony. They group together and tolerate eachother. Any member that has kept a group of pygo's for any length of time will tell you that aggression towards tankmates is always a constant threat. I don't care if you have two pygos or 20. A 10 gallon tank or a 1000. These fish have razor's for teeth so problems are never pretty. Most of the time its a tail nip that grows back quickly...Sometimes its not.
 
pirhana will have no long term roomates, just when you think they are all buddies you turn out the lights one night and they are eaten
 
pygo species are schooling fish, and so are p. denticulats
since piranhas as a whole are aggressive fish, there is always a risk of cannibalism and fish dying within the school.
if properly fed and the tank is sufficient size (20-30g per fish) then usually problems are avoided
 
I have 5 Red Bellies that are about 4 to 5 inches. They are constantly nipping and chasing each other around. Just a couple days ago I woke up and one of them has a dime size chunk of skin and flesh missing from his side. I think that is just part of owning Piranha.
 
U can also school exodons, wimples, and denticulatus

but wimples are probably the least aggressive piranha and only grow to about 4-6inches

as for the 20-30g rule i never adhered to that espceially with bigger tanks.
