So I just recently purchased this guy and I did notice that his fin got chomped on and the owner previously did have a puffer. If I do recut the fin will it heal back correctly ? I do notice the harder bone part. any suggestion? Seems to have healed but stopped there...

Recutting it will not help and may make it worse.
If there is not to much damage in the hard rays, the fin can regrow.
Thanks for that and hard rays as in the bone area connecting to the fin? My only concern is that the fin just didn't heal back correctly and it stopped there. The only reason why I ask is with predatory fish or let's just say datnoids if the tail or any part of it splits and doesn't grow back it can stay like that. Recutting and extremely good water quality heals it back A1 but of course plecos and other fish are two different kinds of healing is why I asked!
